In the plot of "The Black Phone 2", the protagonist Finney Shaw tries to move on with his life four years after the episodes of the first film. Until her sister Gween starts having dreams about people who were victims of crimes at a winter camp and, when she decides to investigate, she discovers that the Kidnapper (Ethan Hawke) has become a vengeful spirit and has found a new way to attack his victims.
